ec/google/wilco/acpi/dptf: Fix mutex synclevel
Both Windows and MacOS get cranky if the Mutex synclevel is non-zero, aborting any Acquire() call with Mutex param that has a non-zero synclevel. TEST=build/boot Win11 on google/drallion, verify DPTF driver loaded and functional.
