Remove chip.h files without config structure

Also deletes files not included in build:
    src/southbridge/amd/cimx/sb700/chip_name.c
    src/southbridge/amd/cimx/sb800/chip_name.c
    src/southbridge/amd/cimx/sb900/chip_name.c
