superio/*: Link early initialization into bootblock

This allows to set up the SuperIO in the C_ENVIRONMENT_BOOTBLOCK
bootblocks. It is likely unnecessary to do this in verstage.

This also renames COMMON_ROMSTAGE to COMMON_PRE_RAM.
