mb/intel/coffeelake_rvp: Enable GbE support

Enable Gigabit Ethernet network controller on whiskey lake rvp platform,
add NVM bin file as well.

BUG=N/A
TEST=Build and boot up into chromeos on whiskey lake rvp platform, and
check eth0 can get IP address assigned,
