sb/intel/common: Remove the SOUTHBRIDGE_INTEL_COMMON Kconfig symbol
All code in southbridge/intel/common is now properly guarded by a Kconfig symbol, making SOUTHBRIDGE_INTEL_COMMON obsolete.
