soc/amd/common/fsp/fsp-acpi: factor out SSDT from HOB functionality
This function will be reused in Cezanne, so move it from the Picasso directory to the common FSP integration code. TEST=On Mandolin Linux finds the AMD SSDT that contains ALIB.
