soc/intel/mtl: Enable eSOL for x86_64 arch

This change removes the condition that
SOC_INTEL_METEORLAKE_SIGN_OF_LIFE is only enabled for x86_32 arch.
Now, it is safe to enable eSOL for x86_64 platform as well.

TEST=Able to see eSOL on google/rex64.
