intel: Rename config FSP_USES_MP_SERVICES_PPI to MP_SERVICES_PPI
This change renames config FSP_USES_MP_SERVICES_PPI to MP_SERVICES_PPI in preparation to allow V1 and V2 versions of MP services PPI.
