console: Reduce default loglevel to DEBUG

The former default SPEW is very noisy, intentionally. It is usually
only useful to debug specific issues and doesn't carry much infor-
mational value.

Reducing the loglevel should also mitigate overflows in pre-CBMEM
console buffers.
