rules.h: Clean up ENV_HAS_HEAP_SECTION

Commit ea2c1d3 "cpu/x86/smm: Remove heap" removed the ability to use
heap in SMM, but the ENV_HAS_HEAP_SECTION macro was not updated
appropriately.
