intel/soc: skl,apl,cnl,icl,tgl,common: enable TCO SMIs if selected

Enable TCO SMIs in common code, if selected by Kconfig. This is needed
for the follow-up commits regarding INTRUDER interrupt.

Tested on X11SSM-F.
