soc/intel/meteorlake: Hook up UPD LowerBasicMemTestSize

Hook the newly exposed LowerBasicMemTestSize UPD up so that boards
can configure it via devicetree.

BUG=b:301441204
TEST=Verified by enabling/disabling the UPD on google/rex.
