payloads: Replace all IS_ENABLED(CONFIG_XXX) with CONFIG(XXX)

This patch is a raw application of

 find payloads/ -type f | \
   xargs sed -i -e 's/IS_ENABLED\s*(CONFIG_/CONFIG(/g'
