ec/google/chromeec: Unhide ChromeEC PD ACPI device
Set the ACPI status (_STA) for the PD device enabled+visible, to allow coolstar's Windows drivers for USB4/Thunderbolt to attach. TEST=build/boot Win11 on google/drobit, install USB4/TB drivers, verify USB4/TB ports are functional for PD and data at USB4 speeds.
