payload/SeaBIOS: Add SEABIOS_PS2_TIMEOUT Kconfig variable

This allows mainboards to preconfigure a ps2-keyboard-spinup
timeout when SeaBIOS is chosen as the payload.

The Kconfig option can be changed manually if CONFIG_EXPERT is set.
