Patrick Georgi 643c9e892f buildgcc: Explicitely state CC everywhere

This should fix issues with the iasl Makefile on Debian and
prepares ccache support for buildgcc.

This is a cross toolchain builder for -elf toolchains (ie. no libc support)

known working:
  i386-elf
  x86_64-elf
  powerpc-elf
  mipsel-elf

known broken:
  alpha-elf
  arm-elf
  powerpc64-elf
