Patrick Georgi 68df804282 buildgcc: Break if parts of the toolchain are missing

We test for the presence of a couple of tools and even print an error.
But the tool didn't stop there.

This is a cross toolchain builder for -elf toolchains (ie. no libc support)

known working:
  i386-elf
  x86_64-elf
  powerpc-elf
  mipsel-elf

known broken:
  alpha-elf
  arm-elf
  powerpc64-elf
