Jordan Crouse fc697ad028 libpayload: Add PAYLOAD_INFO macro

Adds the PAYLOAD_INFO macro to store payload information in a data
section in the ELF which can be consumed by other entities.

This is libpayload, a minimal library to support standalone payloads
that can be booted with firmware like coreboot.  It handles the setup
code, and provides common C library symbols such as malloc() and
printf().

Please see the sample/ directory for an example of the payload in
action.
