Remove AMD special case for LAPIC based udelay()

`select UDELAY_LAPIC` is present in `src/cpu/amd/agesa/Kconfig` which
applies also to AMD Family 15tn.
Therefore remove `select UDELAY_LAPIC` again from
`cpu/amd/agesa/family15tn/Kconfig`.
