BaseTools: fix write-strings build warnings

Fix build warnings of "deprecated conversion from string constant to
?CHAR8* {aka char*}? [-Wwrite-strings]" for BaseTools, while using
"gcc version 4.8.4 (Ubuntu 4.8.4-2ubuntu1~14.04.3)".
