.pytool: Update CI Settings to support Emulator, ArmVirt, and Ovmf packages

Update pytools configuration to enable EmulatorPkg, ArmVirtPkg,
and OvmfPkg.

Update documentation for the status of those packages.
Remove future work items that are now complete.
