DynamicTablesPkg: AcpiSsdtPcieLibArm : Add UID to slot creation

Expose the UID value to GeneratePciSlots().
This is needed for some cases for example:
https://docs.microsoft.com/en-us/windows-hardware/drivers/pci/dsd-for-pcie-root-ports#identifying-externally-exposed-pcie-root-ports
