IntelFrameworkModulePkg Snp16Dxe: Remove redundant functions

The redundant functions which are never called have been removed.
They are PxeUndiSetMcastAddr, PxeUndiInitiateDiags,PxeUndiGetState
PxeUndiForceInterrupt and PxeUndiSetPacketFilter.
