OvmfPkg/PciHostBridgeUtilityLib: Extend parameter list of GetRootBridges

Extend parameter list of PciHostBridgeUtilityGetRootBridges() with
DmaAbove4G, NoExtendedConfigSpace to support for ArmVirtPkg.
