MdeModulePkg: Add DxeResetSystemLib unit test
https://bugzilla.tianocore.org/show_bug.cgi?id=2505 * Add unit test of DxeResetSystemLib library instance that uses cmocka interfaces to mock the UEFI Runtime Services Table and its ResetSystem() service.
