MdeModulePkg: Add SMM LockBox

This includes:
* LockBox protocol definition
* LockBoxLib library interface definition
* SmmLockBox GUID
* LockBoxNullLib library implementation
* 2 SmmLockBoxLib library implementations
* SmmLockBox SMM driver
