UnitTestFrameworkPkg: Modify APIs in UnitTestPersistenceLib
REF: https://bugzilla.tianocore.org/show_bug.cgi?id=4183 UnitTestPersistenceLib now consumes private struct definition. Modify APIs in UnitTestPersistenceLib to make it easy to become a public library.
