MdePkg: Deprecate EFI_VARIABLE_AUTHENTICATED_WRITE_ACCESS

Browse Source 
Mark EFI_VARIABLE_AUTHENTICATED_WRITE_ACCESS as deprecated. Also update
some function descriptors accordingly.
