FatPkg/FatPei: Use PcdRecoveryFileName PCD.

This PCD is used to indicated the recovery file name.
The previous name - FvMain.Fv is hardcoded in FatPei.
It does not make sense to force the name.

Now a platform may use any recovery file name.
