OvmfPkg: Move XenRealTimeClockLib from ArmVirtPkg

Move XenRealTimeClockLib from ArmVirtPkg to OvmfPkg so it can be used
from the OvmfPkg by the following patch, "OvmfPkg/OvmfXen: use
RealTimeClockRuntimeDxe from EmbeddedPkg"
