BeagleBoardPkg EmbeddedPkg Omap35xxPkg: move to ArmBaseLib

The various ArmLib flavors are identical in practice, and a new
ArmBaseLib has been introduced that can replace all of them. So replace
all occurrences with ArmBaseLib.
