EmbeddedPkg: add base DtPlatformDtbLoaderLib implementation

Introduce an implementation of the new DtPlatformDtbLoaderLib library
class that simply retrieves the first raw section of an FV file named
'gDtPlatformDefaultDtbFileGuid'.
