IntelFrameworkPkg/UefiLib: Fix build fail caused by commit b6d5def2fa

In commit b6d5def2fa
when adding 'OUT' decorator for the parameter in AddUnicodeString(),
it delete the function name by mistake. This patch is to fix this
issue.
