ArmPkg: Handle warm reboot request correctly

The warm reboot requests from OSPM are mapped to cold reboot. To handle
the warm reboot separately from a cold reboot, update
ArmSmcPsciResetSystemLib and to invoke the PSCI call with parameters
for warm reboot.
