ArmVirtPkg: Move PCD of FDT base address and FDT padding to OvmfPkg

Moved PcdDeviceTreeInitialBaseAddress and PcdDeviceTreeAllocationPadding
to OvmfPkg for easier use by other architectures.

Build-tested only (with "ArmVirtQemu.dsc").
