Vlv2TbltDevicePkg:Fix build and boot failure of Minnowboard Max platform.

Remove the duplicated IScsiDxe driver from FDF; Add required shell libraries; Update SYSTEM_CONFIGURATION data structure.

Test: Install and boot Windows 10.
