SourceLevelDebugPkg/DebugAgent: Support IA32 processors without DE or FXSAVE/FXRESTOR
Use CPUID Leaf 01 to detect support for debug extensions and FXSAVE/FXRESTOR instructions. Do not enable those features in CR4 if they are not supported.
