ShellPkg/AcpiView: Adds ACPI_PARSER bitfield parser

Adds ParseAcpiBitFields() which is based on
ParseAcpi() and capable of parsing the bit fields.
Supports parsing of UINT8, UINT16, UINT32 and UINT64 byte data.
