OvmfPkg: Add PlatformHasIoMmuLib
Add the shorter-term library instance outlined in the previous patch to OvmfPkg, so that we can imbue PciHostBridgeDxe with a protocol dependency on gEdkiiIoMmuProtocolGuid OR gIoMmuAbsentProtocolGuid.
