OvmfPkg: Add the way of HOBs in QemuFwCfgLibMmio

Added the HOB methods to load and store the QEMU firmware configure
address, data address and DMA address, which are not enabled during the
DXE stage.

Build-tested only (with "ArmVirtQemu.dsc and RiscVVirtQemu.dsc").
