ArmPkg/BdsLib: Use two distinct functions to boot Linux either by Atag or Fdt

Separate the BdsBootLinux() function into two functions for Atag and Fdt specific Linux booting
- BdsBootLinuxAtag ()
- BdsBootLinuxFdt ()
