ArmPkg: Remove RealView Debugger support

Browse Source 
The RealView Debugger is related to RVCT, which is no longer supported.
Given that, remove RvdPeCoffExtraActionLib and code from
RvdPeCoffExtraActionLib which prints lines for use with the RealView
Debugger.
