OvmfPkg: replace SECURE_BOOT_FEATURE_ENABLED with PcdSecureBootSupported

Browse Source 
Drop the '-D SECURE_BOOT_FEATURE_ENABLED' compile time option,
use a new FeaturePcd instead.
