BaseTools: Rsa2048Sha256Sign add new option to support Monotonic count
the EFI_FIRMWARE_IMAGE_AUTHENTICATION struct require the AuthInfo which is a signature across the image data and the Monotonic Count value, so we add the new option to support Monotonic count.
