Move RestoreSmmConfigurationInS3 function to PerformPreTasks().

In this way, we can centralize the silicon configuration in
PerformRemainingTasks()/PerformPreTasks() function.
If there are more features need to be configured, they can put in
PerformRemainingTasks()/PerformPreTasks() only.
