OvmfPkg: PlatformBootManagerLibGrub: Allow executing kernel via fw_cfg

Support QEMU's -kernel option.

Create a QemuKernel.c for PlatformBootManagerLibGrub
which is an exact copy of the file
PlatformBootManagerLib/QemuKernel.c .
