MdeModulePkg: move PlatformHasAcpiGuid from EmbeddedPkg

Given the agreement on the edk2-devel regarding the fact that the
notion whether or not a 'platform has ACPI' is a universal one, move
the PlatformHasAcpi GUID to MdeModulePkg.
