CryptoPkg: Declare PcdEcEnabled in Library consuming OpensslLib

Tls/Base/Pei/Smm/RuntimeCryptLib.inf will use OpensslLib,
and the opensslconf.h in openssllib will use PcdEcEnabled,
but it is not declared in the inf file now,
it will cause warnings in some compilers.
