PI 1.1 SMM Feature Check-in
1. Add SmmServicesTableLib library class/instance. 2. Add SmmIoLibCpuIo/SmmPciLibPciRootBridgeIo library instance. 3. Update some library INF to support SMM_CORE module type. 4.
