OvmfPkg: Add SecPeiCcProbeLib

SecPeiCcProbeLib is designed to probe the Confidential Computing guest
type in SEC/PEI phase. The CC guest type was set by each CC guest at
the beginning of boot up and saved in PcdOvmfWorkArea.
